中國智慧在新型全球治理方案中的作用

2017年10月18日至24日，中國共產黨第十九次全國代表大會勝利召開，為中國未來30年的發展指明了具體明確的發展方向：到2049年底，中國將發展為一個現代化的社會主義國家。在習近平總書記所作的報告中，中國重申了其在氣候變化、國際和平、創新、全球經濟、能源安全等諸多領域的遠見和領導力。在講話中，習近平總書記把國家政策的宏觀問題同與普通民眾日常生活福祉息息相關的重要問題結合起來，展現出非凡的能力和敏銳的觀察力，令我非常敬佩。

The 19th Party Congress which took place on October 18-24,2017,has indicated clear directions and a concrete road map for China’s development for the coming 30 years.A journey to consolidate China into a modern socialist Country by 2049.In the report delivered by General Secretary Xi Jinping to the Congress,China reaffirmed their vision and leadership in many areas including climate changes,international peace,innovation,global economy,energy security etc..What it is remarkable to me it has been the great capability and sensitive attention of President Xi during his speech to combine these high issues of state policies with not less important matters related to the everyday lives of ordinary people and their well being improvement.

現在，重新審視6個月后的中國共產黨第十九次全國代表大會的成果，非常有意思，也很有意義。

Now it is interesting and meaningful to reconsider and read again the outcomes of 19th Congress of the CPC in these days,after almost 6 months.

在我看來，最近意大利選舉出的新政府是各黨派領導人之間政治妥協的結果，但可以確定的是，其領導因沒有長期愿景而不會持久。在未來幾個月里，意大利人民可能不得不再次投票，結果可能依然不盡如人意。歐洲其他地區的情況也沒有多大改善，因為這些政府重在防止自己分崩瓦解，在政治混亂中求生存，而不是以民為先。

In my opinion,the recent Italian election will probably delivery to the Italian citizens a weak government,probably as the result of a political compromises among the leader of the parties but for sure,as consequence,with no long term vision.Probably Italian people will have to vote again in the coming months to achieve again similar unsatisfactory results.The situation in the rest of Europe is not much better,with constants efforts focused more to keep governments together and try to survive under a political chaos rather than putting the citizens first.

作為一名國際經理人，我不能不指出，如果缺乏長遠計劃，就不可能有良好的管理，從而使自己的公司更具競爭力，有效地面對全球市場的動蕩起伏。這就像每年甚至每隔幾個月頻繁更換董事會成員，他們怎么能夠作出正確決策，對公司股東長期負責呢？

As an international manager,I have to point out that it is not possible to have a good governance without continuity and having the possibility to implement a long term agenda so to make your own company more competitive and face effectively with the different turbulences of the global market.It is like if the board members are supposed to change every year or worse,every few months… how could they manage and delivery right solutions on long term basis to the company’s stakeholders?

因此，作為一個生活在脆弱的制度環境中的歐洲人，在我看來，中國共產黨第十九次全國代表大會最吸引我的一點是，中國保持長期治理，在促進全球發展方面發揮了顯著的積極作用，他們可以向其他國家分享自己獨特而一脈相傳的智慧。中國整體布局不局限于雙邊談判和一方排他性優勢（許多西方國家的典型），而是在更大范圍內實現全球和平與平衡發展的雙贏。

So as European,living constantly in an fragile institutional environment,for me the most touching and interesting point of the 19th edition of national congress has been the remarkable China active role in promoting global developments through a long term governance and their availability to share their own solutions and antique wisdom to other countries.An holistic design no limited to bilateral negotiations and to one side exclusive advantage (typical of many western countries) but a win-win approach under a bigger picture for a global peaceful and more balanced development.

習近平總書記在2013年提出的“一帶一路”倡議，代表了中國推動國際經濟合作和文化交流的新模式。自馬可·波羅以來，絲綢之路一直是中國向歐洲出口絲綢、紡織品、瓷器和其他商品的洲際貿易通道。而今歷經七個世紀后，這條熠熠生輝之路延伸歷史，將亞非歐三大洲聯系起來，為實現和諧增長、促進全球治理提供共同解決方案。

The Belt and Road initiative,proposed by Xi in 2013,represents a China-driver new model of International economical cooperation and cultural exchanges.Since Marco Polo,the silk road was an intercontinental trade route for export Chinese silk,textiles,porcelain and other stuff to Europe.Now,after seven centuries,this shining and malleable precious material can still connect people along and beyond the ancient road,linking Asia with Europe and Africa to find together solutions for an harmonious growth and global governance.

東方和西方的長期成功將越來越依賴于是否能夠真誠理解、尊重和學習不同文化。美好的未來指日可待。

Long term success of East and West will rely more and more on sincere reciprocal knowledge and understanding and on the ability to respect and learn more from different cultures and experiences.The bright future is not too far.
