Chapter Five Big Investment Spurs Big Health Industry

Twelve new projects were introduced throughout the county, of which seven projects are worth 100 million yuan, five projects exceed 50 million yuan, and nine are industrial projects. Two new projects were put into operation: one is a large-scale project and the other is a key project. This is a “report card” for the investment promotion in Qichun County in the first quarter of 2018, signifying a good start.

Creating a Good Business Environment

Qichun is a noted medical prefecture and an emerging industrial county. It is famous for Li Shizhen and his Compendium of Materia Medica.While traditional economy still prevails in the locality, the foundation for industrial construction is weak; the development is insufficient, and the problem of development restrictions is extremely prominent.

When the wave of the notion that “big investment promotes great business” swept the country, Qichun took the initiative. It takes investment promotion and project construction as its top priorities, and makes great efforts to attract investment.

營(yíng)造良好營(yíng)商環(huán)境

蘄春是醫(yī)藥名縣和新興工業(yè)大縣，以李時(shí)珍和《本草綱目》而著稱(chēng)于世。但是，傳統(tǒng)經(jīng)濟(jì)比重大，項(xiàng)目建設(shè)底子薄，發(fā)展不夠、發(fā)展不優(yōu)問(wèn)題突出。

蘄春上下積極拓展招商引資渠道，大力開(kāi)展特色招商、工業(yè)招商、精準(zhǔn)招商。多次到北京、上海、廣州、深圳、浙江、江西等地考察交流，積極推介蘄春得天獨(dú)厚的投資環(huán)境、改革開(kāi)放成果，向一些大集團(tuán)、大企業(yè)拋出“橄欖枝”。

People from Qichun have visited Beijing, Shanghai,Guangzhou, Shenzhen, Zhejiang,Jiangxi and other places many times to exchange experiences.They have showcased Qichun’s unique investment environment and reform accomplishments, and made a nod to some related major groups and companies.

“The investment environment in Qichun is fairly good today. I’m from Qichun and I’ve been doing business for more than 20 years.In July, I introduced the Zhejiang Huangsheng Group’s pipe and tube production line into Qichun.I’ll do my best to contribute to my hometown development,” said Dong Xiaobin, chairman of the Hubei Xinsheng Technology Inc.

The leaders in Qichun County clearly declare, “Mugwort is one,and the big health industry is N.From 1 to N, we must rely on the market.” The government now needs to steer the industry and provide services while the market takes care of the rest.

To meet the industry’s requirements for bringing industry and services to the industrial parks, Qichun vigorously implemented these five projects: industrial extension,park construction, corporate growth, technological innovation,and brand promotion. When we arrived at Li Shizhen International Pharmaceutical Port, we saw a row of Chinese mugwort herbal stores with a variety of Chinese herbal medicine products. The merchants and customers who came to purchase products formed an endless stream.

The good business environment and a preferential business policy have made Qichun a hot spot for investment and a thriving place for development that results in high volumes of trade.

Many investment projects deeply rooted in Qichun blossomed, which provided strong support for the county’s sustainable economic development and injected a strong motivational force for being an industrial county.

After years of intensive development, Qichun has formed five pillar industries:medical health, forest building materials, textiles and garments,photoelectric technology, and agricultural processing. The agriculture and tertiary industry are also developing rapidly.

良好的營(yíng)商環(huán)境，高含金量的惠商政策，讓蘄春成為一片投資的熱土和發(fā)展的旺地，投資商紛至沓來(lái)。

According to Chen Pusheng,general manager of Li Shizhen Pharmaceutical Group which has been settled in Qichun for more than 10 years, the company has continued to tread the road of independent innovation and modernization of traditional Chinese medicine, and it has won the “Top 100 Pharmaceutical Enterprises in China” award for 5 consecutive years. In 2016, it achieved sales exceeding 3 billion yuan. It has firmly locked in the leading position of Qichun’s TCM industry. Chen Pusheng believes that scientific and technological innovation is a key factor in measuring the growth momentum of enterprises. The quality of technological innovation is the key for extending Qichun’s industrial chain, and only by keeping to it can the output value continue extending its growth.

Tian Qun, chairman of the Qi Mugwort Industry Association and president of the Hubei Yangshengtang Group, told us that his company had co-operated with Hubei University of Traditional Chinese Medicine to develop more than 20 new kinds of mugwort products. Qi Ai Tang, one of its subsidiaries has accelerated the establishment of nationwide branches and has expanded to nearly 300 stores at present.

Zhang Yingfeng, chairman of the Hubei Yihui Capital Operation Co., Ltd., who has returned home to start his own business, invested 2.05 billion yuan to build the Qi Mugwort Industrial Park. The “One Area, Four Centers” mode created by his company will become the incubator base for more companies.

The market’s boom promoted the cultivation of Chinese herbal medicines. In recent years, the planting area of Chinese herbal medicine in Qichun has been expanding at an annual rate of 50,000mu (about 3333 heatares).

As the 500th anniversary of the birth of Li Shizhen is approaching, Qichun will hold a series of commemorative activities which display the image of Qichun globally, so as to further promote the county image as the hometown of Li Shizhen and its big health industry nationwide and worldwide.

The booming big health industry here in Qichun is heading for a bright and better future.
