安全不能缺席

導語：2018年7月5日下午17點45左右，兩艘載有122名中國游客船只返回普吉島途中，突遇特大暴風雨，分別在珊瑚島和梅通島發生傾覆。此次事故奪去了47名中國同胞的生命，造成了無法挽回的遺憾。

這其中除了散客外，也包括公司組織出游的商旅團。這起事故的發生無疑給國家文化和旅游部、海事局、旅行社及旅游行業從業者敲響了警鐘。面對災難，如何保障旅游團的安全這個老生常談的問題，又重新擺在了眼前，本期專題將圍繞“從普吉島翻船事件探討會獎旅游的安全管理”這一議題，重新探討會獎旅游的安全保障。

——Discussion on the safety management of MICE business tourism from the shipwreck tragedy in Phuket Island

Introduction： On July 5， 2018， at about 17：45 p.m.， two boats carrying 122 Chinese tourists on their way back to Phuket were caught in a severe storm and capsized on Coral Island and Meitong Island， respectively. The accidents claimed the lives of 47 Chinese tourists and caused irreparable regret.

Among them， apart from leisure visitors， there were also corporate business tourists. This accident undoubtedly sounded the alarm for the Ministry of Culture and Tourism， maritime bureaus， travel agencies and tourism practitioners. In the face of disasters， the cliche of how to protect the safety of the tour group once again is in sight. This issue will focus on the topic of "safety management in MICE tourism from the Phuket shipwreck accident"， and re-discuss the security issue.

重拾安全的信心

自今年7月泰國普吉島沉船事件發生后，中國游客對普吉旅游安全的信心下降是必然的，導致曾經炙手可熱的普吉旅游業受到了嚴重影響。據報道，普吉19家酒店提供的數據顯示，中國游客共取消了7300個客房，之后還會有中國游客陸續取消客房。預計8月至10月期間，普吉府的中國游客減少40%，損失可能達25億泰銖。

表面上看是天有不測風云的“天災”，但綜合各種媒體的報道，卻是一個旅游目的地缺失安全規范的“人禍”。無論是船上救生衣準備的不到位，還是不顧安全預警的貿然出海，都可以看出這個老牌目的地對于“安全”的忽視。安全大過天，隨之喪失的必然是出游者的信心和安全感。

據泰國旅游局統計，與去年同期相較，今年7月中國游客人數僅增加0.04%，但游客成長比例在今年6月卻是 20%，由此可見，翻船事件確實對泰國觀光業帶來沖擊。……
