高校科技基礎(chǔ)條件平臺(tái)運(yùn)行機(jī)制研究

摘 要 科技基礎(chǔ)條件平臺(tái)在共享使用、科技研發(fā)、成果轉(zhuǎn)化與創(chuàng)新能力方面發(fā)揮著重要作用。本文分析了高校科技基礎(chǔ)條件平臺(tái)的主要類型及特點(diǎn)、運(yùn)行機(jī)制和存在問題，并提出了相應(yīng)對(duì)策，以為高校科技基礎(chǔ)條件平臺(tái)建設(shè)提供參考。

Abstract Science and technology basic platform plays an important role in sharing use， scientific research， achievement transformation， and improving national innovation capability. The paper analyzed the main types and characteristics of platform of science and technology， and also analyzed the management mechanism and existing problems. The paper puts forward to accelerate the introduction of the legislative regulations and policies to promote the sharing of resources， accelerate the establishment of a sound operating mechanism， different types of platform to increase scientific and technological investment.

20世紀(jì)90年代中期，我國(guó)科技基礎(chǔ)條件薄弱，無法滿足科技發(fā)展的需要，科技部著手整合科技文獻(xiàn)資源共享，并開始探索大型科學(xué)儀器設(shè)備的共享平臺(tái)建設(shè)。2004年，國(guó)家正式啟動(dòng)了國(guó)家科技基礎(chǔ)條件平臺(tái)建設(shè)工作。目前，國(guó)家初步建成了科技基礎(chǔ)條件支撐體系，并建立了以共享使用為主要目的的基礎(chǔ)條件平臺(tái)，在科技研發(fā)和成果轉(zhuǎn)化，提高國(guó)家創(chuàng)新能力方面發(fā)揮了重要作用[1]。目前，國(guó)內(nèi)科技條件平臺(tái)建設(shè)普遍依托高校、科研院所和企業(yè)，高校是科技條件平臺(tái)建設(shè)的主力軍，建設(shè)了大量的科技條件平臺(tái)。但是，高校科技基礎(chǔ)條件平臺(tái)的建設(shè)，主要作為各省級(jí)平臺(tái)的組成部分，在運(yùn)行機(jī)制上存在較多問題[2-4]。筆者對(duì)國(guó)內(nèi)高校科技基礎(chǔ)條件平臺(tái)的類型、平臺(tái)運(yùn)行機(jī)制、存在問題進(jìn)行了剖析，并提出了相應(yīng)的對(duì)策建議，為高校科技基礎(chǔ)條件平臺(tái)建設(shè)提供參考。

1 主要類型及特點(diǎn)

高校科技基礎(chǔ)條件平臺(tái)形式多樣，可以分為實(shí)體資源平臺(tái)（包括大型科學(xué)儀器設(shè)備協(xié)作共用平臺(tái)、試驗(yàn)動(dòng)物平臺(tái)、自然科技資源共享平臺(tái)）、網(wǎng)絡(luò)資源平臺(tái)（包括科技文獻(xiàn)資源共享與服務(wù)平臺(tái)、科學(xué)數(shù)據(jù)庫共享服務(wù)平臺(tái)）、公共研發(fā)平臺(tái)（包括重點(diǎn)實(shí)驗(yàn)室、工程技術(shù)研究中心等）。……
