New Development Trend of Maritime Information

From a global perspective, some countries which have attached importance to the construction of marine information have achieved good results and become the benchmark for the development of maritime information. The United States, South Korea, Singapore and other states have carried out a variety of development and application research on maritime information system at the national level, and on one hand it promotes a high degree of sharing of internal resources and on the other hand it promotes information sharing across departments and regions. According to the progress and focus of maritime information construction of each country,the development of maritime information presents the following trends:

1, Intelligent Maritime Safety Supervision

Maritime safety supervision is one of the most important duties of the maritime department and intelligent maritime safety supervision means the application of advanced scientific and technological means. On the one hand, it is to assist the maritime supervision and avoid the loss caused by the staff omission. On the other hand it is to improve the accuracy and efficiency of maritime safety regulation.

One example is the big intelligent data platform frame,the Yangshan Port Water traffic big data intelligent service platform, established by the People’s Republic of China Yangshan Port Maritime Bureau, which includes several interrelated functions such as basic safety judgment, early warning, policy support, traffic model optimization and public service, realizing interrelation of all functions and developing a top-level program for the construction of Yangshan Port water transport big data service platform.

2, Integration of Maritime Management System

Maritime business involves a wide range of professional matters and with the development of Internet, the main goal of maritime information construction is function realization. During this period, the maritime information system for different business demands grows rapidly.At this stage, maritime information system comes into being from scratch, but many problems still exist. In recent years, with the maritime business needs continue to improve, maritime management system moves towards mutual integration and unity.

Such as the e-navigation technology promoted by many countries, it collects, integrates, exchanges, displays and analyzes shipboard and shore maritime information through the construction of integrated system platform so as to enhance the navigation and related services between different berths and protect the marine safety as well as the environment. In 2016, at the third meeting of the International Maritime Organization (IMO)Navigation Safety, Communications and Search and Rescue Subcommittee held in London, UK, the proposal submitted by the Chinese delegation on the e-navigation strategy "The new module of the Integrated Navigation System Performance Standard Draft" is widely recognized. It means that our research work in this field has come to a certain breadth and depth. In addition, in 2016, the United States, South Korea, Europe and other countries are actively promoting e-navigation test and application. In the future, e-navigation will become an important platform for the future protection of maritime safe navigation and marine environment.The Mediterranean Marine Safety Decision Support System developed by the European Maritime Safety Agency is also used for oil spill forecasting services after integration of a number of systems. The concept of MEDESS-4MS is to build a model of the oil spill area through a dedicated network database that integrates the existing national marine forecasting system and the Copernicus Marine Environmental Monitoring System (CMEMS system) to facilitate access to various types of data. MEDESS-4MS can provide a wider range of services through the use of the Mediterranean Sea Pollution Emergency Response Center (REMPEC) and the European Maritime Safety Agency (EMSA-CSN) related systems.

3, Synergy of Maritime Information System

Cross-regional maritime law enforcement and crossregional maritime rescue are the trend, and information sharing is the basis for cross-regional joint law enforcement. At present, due to different information systems and data forms, cross-sectoral, cross-regional maritime management and joint law enforcement have certain obstacles. To break the information barriers and achieve cross-regional water traffic management, several countries and regions are also constantly trying data sharing. The continuous integration of Beijing-Tianjin-Hebei maritime affairs has promoted the establishment of unified reporting system in the Tianjin-Hebei coastal waters, with one report and continuous tracking service,the information sharing of ship’ real-time status, water traffic conditions and anchor status are realized.

With the improvement of maritime management modernization, the requirement for data connectivity is getting higher and higher. In the future, the exchange and sharing of maritime information between different data sources will gradually be realized, and there will be a trend of integration and synergy between different regions and even different countries.
