Shuyang A new pattern based on intelligence

Shuyang， an industrial base of wrapped yarn， enjoys the largest number of equipment and largest production in China or even in the world. Shuyang intelligent knitting industrial park was laid a foundation on March 10， and factory workshops in 130，000 square meters are topped off in less than three months in the first construction stage， which is 6 months earlier than planned. What is more unexpected is that they are sold out even before they are completed. Therefore， the second stage is planned in a tight time schedule. As to the business， the south intelligent textile settled in the SME Industrial Park on November 30 last year， and it only took two months from applying for the relevant official documents to putting the device officially into operation... It sounds impossible， but all become reality in Shuyang.

Abandoned plants are turned into a“Nuggets field”

If not seen in person， it is hard to believe that the several rows of workshops away from the city are “the favorite”， i.e. Shuyang SMEs industrial park， which enterprises are eager to grab. Walking into the factories， what leaped into the eyes is the running-in machinery from almost all companies settled there， a significant contrast with the suspending operation or slashing production in Yiwu and Zhuji.

The Shuyang SMEs industrial park that covers an area of 330 mu was in fact built early in 2012， but it has been abandoned over years due to objective factors-lack of living facilities and departing from the north-south main road， etc. Since March 11， 2015 when Wei Wei was appointed as the Director of Management Committee， it has undergone enormous changes. “At that time， the park not only had no advantage in terms of environment， facilities and policies， but also faced a lot of left-over problems. At the thought of attracting investment， for weeks I had been in anxiety insomnia.” Wei Wei recalled， “Since I took over the ‘military order， I have had no choice but to fight”.

Thus， Wei Wei established a Management Committee rapidly to improve infrastructure facilities for the supply of water， gas and electricity， while making investigation and surveys to make policies for business investment. Thanks to a series of preferential policies， the Committee visited more than 80 enterprises and received over 30 groups for study tour within less than six months. Fortunately， the hard work paid off， nearly 300，000 square meters of factory buildings has basically been reserved and the nine companies that entered in this park now have all went into operation.endprint

“In Zhuji， 1 million is charged for one mu of land， but here it is almost‘given away.” Wang Qi， Director of Southwest Intelligent Textile， said the 500 new sets of socks machines now in production are the worlds most advanced Italian automatic Lonati， and the equipment is not only efficient， but also intelligent-managed， reducing labor costs by more than 20%. Based on the advantages of industrial cluster and the preferential policies in Shuyang， an additional 30 million RMB will be invested and more than 2，000 sets machinery will be increased in the near future， while transferring all the business in Zhejiang and Shanghai to Shuyang.

“Not changing infatuation” even with two cars broken

“Starting from the transportation， Zhuji is 600 kilometers away from Shuyang， and it takes more than six hours to drive here. And Zhuji has perfect hosiery supporting， why should I run the risk of inventing in other places？” said Yang Tiefeng， President of Shuangjin Textile Co.， Ltd. At that time， Yang was not optimistic about investment in Shuyang， “But in the end， I found Shuyang have plans and attach great importance to knitting industry， especially they show respect and sincerity to enterprises， which touched me.” So， he determinedly came to Shuyang in 2009， and invested in building a socks business， the only one in China with a complete industrial chain from spinning to dyeing & printing， and then to weaving.

Besides land preferential policies， Shuyang also gave amply rewards to companies to invest in new equipment， implementing technology research& development and innovation. Water， electricity and gas followed the principle of “one project one discussion” ... such a “pie in the sky” worried Yang Tiefeng who had settled in the park in case the government of Shuyang was playing “two faces”？

“It is a surprise that Wei Wei personally provides ‘deputy service to Shuangjin socks. No matter what difficulties we encounter， he immediately finds resolutions once we phone him even on holidays. For seven years， Shuangjin socks has never suffered suspended production or delayed work because of one trivial thing.” Impressed by the sincerity， Yang Tiefeng now takes up the role of Shuyang image ambassador for attracting investment to introduce more companies in Zhuji to invest in Shuyang. Even though he has to drive a long distance of 600 kilometers to Shuyang， Yang Tiefeng would come several times a month， and even broke two cars. But he enjoys it because he has regarded Shuyang as his second home.endprint

On April 15， Shuangjin socks landed the New Three Board， and is the first socks enterprise in China that listed on the New Three Board. What is more exciting is that under negotiation of Wei Wei， Shuangjin socks reached an agreement with Shanghai Zhonghao Knitting Co.， Ltd.， the largest domestic export enterprises of knitted socks， and will build a new business in Shuyang with more high-end positioning - Xixi Intelligent Knitting Co.， Ltd.

As the No. 1 in sales of sewing thread， Hujiang Group has been seeking development in Wuyi and Yiwu， Zhejiang， however， due to the resource shortages of energy and labor in 2006 it invested in Jiangsu Hujiang Texitle Co.， Ltd. in Shuyang.“In recent years， with rapid development of textile and garment industry in Shuyang and the North Part of China， the Group decided to continue to invest RMB 500 million yuan in Shuyang to build the Jiangsu Baiyang Textile Co.， Ltd.， in order to improve the industrial chain， to support the upstream and downstream， to reduce logistics costs， and to expand the market.” said Wei Runpei， general manager of Jiangsu Hujiang Textile Group，“At present， the production capacity in Zhejiang is 18，000 tons， we are ready to recreate a ‘Zhejiang scale in Shuyang” .

Jiangsu Justdo Fiber Co.， Ltd.， which invested and went into production in 2009， is also planning the next step of expansion in Shuyang intelligent knitting industrial park. Today， more and more customers continue to invest in Shuyang.

“Three treasures” in Shuyang to attract customers

“The reason why Shuyang Economy leads in northern Jiangsu， features with characteristic knitting industry， and attracts so many highquality companies mainly due to ‘Shuyang speed， Shuyang experience and Shuyang spirit”， said Hu Jianjun， Secretary of CPC in Shuyang County Committee.

“Shuyang speed” is not difficult to understand. It is clearly shown from the time of construction of the park， time of investment and time of production.
