回眸“十二五”：民生實事 五年變化

過去五年，寫進《政府工作報告》的民生實事工程，恰如一股裹挾著暖流的春風，吹進我們衣食住行的每個角落，有關于我們生活的一切，都在悄然改變。

2011年，食品安全更放心。肉菜蔬菜流通追溯城市管理平臺和200個子系統建成，實現菜籃子商品的流通安全可追溯。

2012年，社會保障覆蓋面持續提高。全市新增養老保險參保人員42.9萬人，戶籍人口參加各類養老保險（障）覆蓋率達82.5%。

2013年，交通治堵啃下“硬骨頭”。實現三年打通59條“斷頭路”的目標，中心城區交通出行更加便利。

2014年，城鄉統籌不斷加強。培育、創建全面小康村、中心村、特色村98個。完成農村生活污水處理設施項目402個。全部完成50個欠發達村莊建設整治任務。

2015年，繼續加強大氣治理。完成6臺60萬千瓦以上燃煤火電機組的煙氣清潔化改造，煙氣排放達到燃氣輪機組標準。我市入選全國第二批生態文明先行示范區。

經濟為重，民生乃大。“十二五”期間，我市財政支出持續向民生領域傾斜，每年用于民生保障領域的支出占公共財政預算總支出的比重都在60%以上，有力地推動了社會民生的持續改善。這些數據的背后，是政府為老百姓的衣食住行所做的方方面面的努力。

During the 12th Five-Year Plan period， Ningbo government had been paying close attention to public services and people’s livelihood by shifting more financial， material and other public resources to these areas. For each year， the fiscal expenditure on people’s livelihood accounted for over 60 percent of total public expenditure， greatly promoting the improvement of people’s livelihood. In the following text， we list 10 aspects to which Ningbo government has been devoted great endeavor， including environmental protection， transportation， affordable housing， education and so forth.
