“Four overall”Lead New Development of Chinese characteristics socialism

Abstract：“Four overall” is strategic policy of the Party and the State under the new circumstances， including building a moderately prosperous society， comprehensively deepen reforms， promoting the rule of law， comprehensive strictly administering the party. “Four overall” is not only self-contained， and interconnected， which exists throughout the great practice of Chinese characteristics socialism. “Four overall” reflects China's development of new needs， and responses new law of socialism with Chinese characteristics， it responds to new expectations with people. Thus， it must lead the new development socialism of Chinese characteristics.

General Secretary Xi Jinping stressed that “coordinate and promote building a moderately prosperous society， comprehensively deepen reforms， promoting the rule of law， overall tightening party discipline， to promote the reform and opening up and make socialist modernization drive to a new level.”

Ⅰ.“Four overall” rich content

Comprehensively promoting the building a moderately prosperous society. The party's 18 put forward a comprehensive strategic goal of building a moderately prosperous society， to achieve “two hundred years.” Since then around building a moderately prosperous society， the party always takes economic construction as the center， and seize the development of this important task， fully implement the scientific concept of development and transformation of economic development， improvement of macro-control policies， pay more attention to the development of quality， attention to protect and improve people's livelihood .

Promoting deepen the reform. After the party's 18， the general secretary Xi Jinping will soon expand to the research. he pointed out the reform can not stop， we can see that the party's determination to adhere to reform and opening up. Eighteen Third Plenary Session adopted the "CPC Central Committee on deepening reform of comprehensive" . It further reforms and develops the major issues of strategic significance， total goals， total layout. The new wave of reform and opening strongly promotes the various respect of social and economic.

Promoting the rule of law. The rule of law is an important feature of political democracy， the rule of law become a notable feature of Party. Xi Jinping， general secretary stressed that “we want to implement the basic strategy of rule of law， so that we can reach the rule of law， governance according to law， ?and build law-based government and country.” ?Party's eighteen Fourth Plenary Session promotes a number of major issues decision about the rule of law， which will help us establish the rule of law system of Chinese characteristics socialism ， and promote the building of our country ruled by law.

Promoting strictly administering the party. Relationship between the party and the masses relates to the party's rise and fall， even to the destiny of the country. Xi Jinping， general secretary ?proposed the party to manage the party strictly， even based on the style of the building as the main line， there will be anti-rot. The Central Committee of the Communist of China（CPC） carried out the Party's mass line educational practice from top to bottom， and put forward eight provisions， which are reflected the determination and courage of the CPC strictly. By anti-corruption， the masses enhance the confidence of the party， and gather up powerful force of the construction of Chinese characteristics socialism.

Ⅱ.“Four overall” internal relations

“Four overall” is self-contained. “Four overall” strategic layout of the Party is governing the country， each “round” is a strategic point， and is a complete system. Building a moderately prosperous society is to insist on five overall layout including political， economic， cultural， social and ecological construction， to promote the comprehensive development and progress， to achieve the moderately prosperous society and the Chinese dream of great rejuvenation through peaceful development. Comprehensively deepen reforms is to emphasize that we should deepen economic reform， political reform， cultural restructuring， social reform， the reform of ecological civilization， and the reform of party building. Comprehensive rule of law is the masters of organic unity of the party's leadership， the rule of law and the people， to build China 's legal system of socialist characteristics and establish the rule of law to achieve the rule of law， administration， governing law and building the rule of law， government and the society of law. Full tightening party discipline is to adhere to Party ideology， organization founding， founding style， coordination and promotion system and other aspects of Party building， to reshape the party's image and manage the party strictly.

“Four overall” contact with each other. Building a moderately prosperous society needs comprehensively deepen reforms， comprehensive rule of law and full tightening party discipline. the three united in the completion of a comprehensive well-off society. At the same time， comprehensively deepen reforms， a comprehensive overall tightening party discipline and the rule of law are closely linked. Development of the country depends on the continuous reform， but reform must be to protect the rule of law， otherwise it will fall into chaos. The whole process of reform should give full play the role of the rule of law， therefore， comprehensively deepen reforms has always been throughout the full rule of law. With the development of comprehensive deepening reform， the party put forward new demands， the party must strengthen self-construction， and tighten party discipline; while running the party strictly in accordance with the requirements of the rule of law. Comprehensively deepen reforms and the rule of law must fully uphold the party's leadership， we must implement the full requirements of tightening party discipline. It can be seen that the "four overall" is mutual promotion， it is the unity of the ruling party， the ruling party's own way and construction.

“Four overall” consist in this topic about the great practice of Chinese characteristics socialism. Since reform and opening we have made great achievements， the final analysis is opened the road of socialism with Chinese characteristics， the formation of a theoretical system of socialism with Chinese characteristics， established the socialist system with Chinese characteristics. Adhere to socialism with Chinese characteristics is the theme of the times since the reform and opening up， and it is the subject of the "four overall" strategic thinking. “Four overall” lead the development of socialism with Chinese by its time， innovative new features.

Ⅲ.“Four overall” practical significance

“Four overall” reflect the new needs of our development. We adhere to and develop socialism with Chinese characteristics is to achieve the Chinese dream of the great rejuvenation， which is the practical requirements of the Party and people of all nationalities. “Four overall” strategic thinking raise at this time. If we are to achieve the goal about eighteen proposed building a moderately prosperous society， it is necessary to solve the problems of unbalanced and uncoordinated economic and social development issues. we want to break the curing interests， we must implement the eighth plenary meeting spirit and comprehensively deepen reforms to make the socialist system with Chinese characteristics ?self-improvement and development. The issue of governance capacity and governance system and the impact of deep-rooted tradition， we must adhere to overall strategy of develop a comprehensive rule of law by the party's eighteen Fourth Plenary Session， to promote the rule of law and building a socialist China. Through comprehensive tightening party discipline， we can solve the “four winds” and corruption problems so that consolidate and protect the Party leadership of socialism with Chinese characteristics.

“Four overall” response the new law of socialist construction with Chinese characteristics. “Four overall” expatiates the major issues of building socialism of Chinese characteristics in depth， and tell us how it should develop and how to reform， how governance， how manage the party. We ?develop new managing state affairs strategy advancing with time， which deepens construction law of Chinese characteristics socialist and the ruling Communist Party's law， it deepens the law of development of human society sublimation.

“Four overall” response to people's new expectations. In current social， economic and social development is uneven， productivity is still not high， which have great expectations gap with the majority of people. “Our ability to achieve national prosperity and revitalization， is directly related to whether people can achieve the good wishes.” Building a moderately prosperous society reflects the people's desire for happiness. The happiness is not only enough to live comfortably， but also eager to social fairness and justice. Comprehensively deepen reforms breaks the disadvantages of institutional mechanisms and breaks the barriers of interest cured， which provides a guarantee to the realization of people better vision. Comprehensively promoting the rule of law has changed the phenomenon that people failure to abide by the rule of law ， and law enforcement is not strict. It protects the democratic rights of the people. Full tightening party discipline solve the “four winds”， and resolutely punish corruption so that get？the support of the people.

“Four overall” strategic thinking reflects the political wisdom of Xi Jinping， general secretary of the Chinese Communist Party. We should grasp its meaning， and guide our work， which will promote new development of Chinese characteristics socialism.
