重慶五大跨境服務(wù)貿(mào)易快速發(fā)展

2014年5月4日，重慶市長(zhǎng)黃奇帆主持召開(kāi)服務(wù)貿(mào)易“五大專項(xiàng)”工作推進(jìn)會(huì)時(shí)指出，要站在推動(dòng)新絲綢之路和長(zhǎng)江經(jīng)濟(jì)帶發(fā)展戰(zhàn)略的高度，務(wù)實(shí)抓好以跨境電子商務(wù)、保稅商品展示交易、渝新歐鐵路口岸建設(shè)運(yùn)行、互聯(lián)網(wǎng)云計(jì)算大數(shù)據(jù)產(chǎn)業(yè)、離跨境結(jié)算和投融資便利化等“五大專項(xiàng)”為重點(diǎn)的服務(wù)貿(mào)易工作，使之成為重慶對(duì)外開(kāi)放新的增長(zhǎng)點(diǎn)，促進(jìn)重慶經(jīng)濟(jì)持續(xù)健康發(fā)展。依托五大新型服務(wù)貿(mào)易，我市服務(wù)貿(mào)易額增長(zhǎng)25%。

報(bào)告指出，2014年重慶謀劃實(shí)施了五大新型服務(wù)貿(mào)易，服務(wù)貿(mào)易額增長(zhǎng)25%，實(shí)現(xiàn)824億美元離岸金融結(jié)算，完成1602億元跨境人民幣結(jié)算，電子商務(wù)交易額達(dá)到4500億元。各類金融機(jī)構(gòu)加速集聚，資產(chǎn)規(guī)模超過(guò)3.8萬(wàn)億元。銀行業(yè)金融機(jī)構(gòu)快速增長(zhǎng)，開(kāi)業(yè)分行和法人機(jī)構(gòu)達(dá)到95家，不良貸款率控制在0.45%的低位。

推進(jìn)跨境電子商務(wù)全產(chǎn)業(yè)鏈建設(shè)

重慶作為中國(guó)中西部惟一跨境貿(mào)易電子商務(wù)服務(wù)、外匯支付“雙試點(diǎn)”城市，已完成進(jìn)出口供貨、銷售、支付、快遞等業(yè)務(wù)架構(gòu)，獲得海關(guān)總署對(duì)保稅進(jìn)口、保稅出口、一般進(jìn)口、一般出口監(jiān)管方案批復(fù)。在政府大力支持、企業(yè)積極參與的推動(dòng)下，重慶跨境電子商務(wù)全產(chǎn)業(yè)鏈發(fā)展取得突破性進(jìn)展。2014年以來(lái)，重慶跨境貿(mào)易電子商務(wù)累計(jì)超過(guò)13萬(wàn)單，逾4000萬(wàn)元，并持續(xù)保持快速增長(zhǎng)態(tài)勢(shì)。

完善保稅商品展示交易配套服務(wù)體系

重慶自2013年在全國(guó)率先開(kāi)展保稅港區(qū)保稅商品展示交易以來(lái)，保稅商品展示逐步成熟，發(fā)展加速度逐步增強(qiáng)。2014年前3季度，重慶保稅商品展示交易中心累計(jì)交易額約1.2億美元。

打造互聯(lián)網(wǎng)云計(jì)算大數(shù)據(jù)產(chǎn)業(yè)鏈集群

重慶正加快拓展國(guó)家互聯(lián)網(wǎng)直聯(lián)點(diǎn)城市功能，打造互聯(lián)網(wǎng)、云計(jì)算、大數(shù)據(jù)等產(chǎn)業(yè)鏈和產(chǎn)業(yè)集群。引入法國(guó)源訊、億贊普等龍頭項(xiàng)目，奠定良好基礎(chǔ)，初步構(gòu)建了互聯(lián)網(wǎng)、云計(jì)算、大數(shù)據(jù)產(chǎn)業(yè)生態(tài)雛形。重慶市產(chǎn)業(yè)區(qū)域化布局格局初步呈現(xiàn)，各產(chǎn)業(yè)板塊分別側(cè)重于數(shù)據(jù)中心建設(shè)、互聯(lián)網(wǎng)、云計(jì)算、大數(shù)據(jù)、物聯(lián)網(wǎng)產(chǎn)業(yè)體系等。

開(kāi)通重慶國(guó)家級(jí)互聯(lián)網(wǎng)骨干直聯(lián)點(diǎn)，重慶成為國(guó)家通信網(wǎng)絡(luò)架構(gòu)中10個(gè)一級(jí)節(jié)點(diǎn)之一，互聯(lián)網(wǎng)網(wǎng)間互聯(lián)互通能力達(dá)1030G，網(wǎng)間時(shí)延降低60%以上，丟包率大幅降低90%以上，響應(yīng)速度提高約85%以上。同時(shí)，重慶互聯(lián)網(wǎng)出口帶寬也得到大幅提升，由2013年底的1680G提升到3600G，連接城市由5個(gè)增長(zhǎng)為17個(gè)。

大力發(fā)展保稅貿(mào)易業(yè)務(wù)試點(diǎn)

重慶正推進(jìn)保稅區(qū)內(nèi)保稅貿(mào)易方式創(chuàng)新：一是全面推進(jìn)保稅貿(mào)易及貿(mào)易功能區(qū)綜合服務(wù)業(yè)招商工作，進(jìn)一步豐富交易中心的商品種類，完善交易中心配套及衍生功能。二是強(qiáng)化服務(wù)保障，做好引領(lǐng)示范，確保喜地山服裝、金弓動(dòng)力等項(xiàng)目竣工投產(chǎn)。三是進(jìn)一步吸引電子、汽車等高端制造業(yè)落戶空港，做大做強(qiáng)加工貿(mào)易。四是加強(qiáng)已落地黃金、鐘表加工項(xiàng)目的協(xié)調(diào)服務(wù)，引導(dǎo)企業(yè)加工業(yè)態(tài)向精深加工轉(zhuǎn)變。2014年前3季度，重慶累計(jì)實(shí)現(xiàn)保稅貿(mào)易額約為8.32億美元，其中保稅商品展示交易占比為14.42%，已完成全年10億美元目標(biāo)任務(wù)的83.2%。

加快推進(jìn)跨境結(jié)算和融資便利化

重慶積極推動(dòng)擴(kuò)大跨國(guó)公司外匯資金集中運(yùn)營(yíng)管理。首批開(kāi)展業(yè)務(wù)的3家跨國(guó)公司累計(jì)實(shí)現(xiàn)外匯資金集中運(yùn)營(yíng)量達(dá)1.5億美元。加大人民幣跨境結(jié)算業(yè)務(wù)推廣；有序推進(jìn)跨境人民幣資金集中運(yùn)營(yíng)。億贊普在重慶市簽約商戶達(dá)2360家，完成510家商戶的信息化上線工作，旗下跨境結(jié)算平臺(tái)錢寶原有流水繼續(xù)以每天約2000萬(wàn)元至5000萬(wàn)元的流量向重慶轉(zhuǎn)移。重慶將推動(dòng)現(xiàn)有支付機(jī)構(gòu)做大做強(qiáng)，引導(dǎo)加強(qiáng)支付產(chǎn)業(yè)整合，積極打造第三方支付產(chǎn)業(yè)集群。

2014年前3季度，惠普（重慶）結(jié)算中心資金結(jié)算量617.6億美元，增長(zhǎng)14.4%；重慶市4家具有資格的銀行辦理離岸銀行業(yè)務(wù)41.9億美元，增長(zhǎng)82.7%；支持境外機(jī)構(gòu)在境內(nèi)開(kāi)立NRA賬戶辦理業(yè)務(wù)12.1億美元，增長(zhǎng)164.6%；引導(dǎo)銀行通過(guò)“跨境參融通”等產(chǎn)品，為219家跨國(guó)經(jīng)營(yíng)企業(yè)累計(jì)提供跨境貿(mào)易融資198.6億美元。1至9月，重慶跨境人民幣結(jié)算量達(dá)1118.8億元，全市實(shí)現(xiàn)跨境電子商務(wù)外匯收支1.7億美元，分別增長(zhǎng)110%和200%。

Growth of Five Major Cross-border Service Trade

On May 4,2014,Huang Qifan,Mayor of Chongqing,held the meeting on advancing “Five Special Projects”of trade in services and pointed out that it was necessary from the perspective of the development strategies for the New Silk Road and Yangtze River Economic Zone to pay special attention to the service trade focused on such “Five Special Projects”as crossborder electronic commerce,bonded commodities exhibition and trade,Yu Xin'Ou Railway port construction and operation,internet,cloud computing and big data industry and facilitation of cross-border settlement,investment and financing to make it the new growth point of opening to the outside world and promote the sustainable and healthy development of Chongqing’s economy.Relying on the trade in five new services,the city's value of service trade has increased by 25%.

The report indicates that trade in five new services was planned and carried out in Chongqing in 2014,for which,an increase of 25% in value of service trade,offshore financial settlement of USD 82.4 billion,cross-border RMB settlement of RMB 160.2 billion and amount of e-commerce transactions of RMB 450 billion were achieved.Various types of financial institutions agglomerated rapidly,with an asset size of more than RMB 3800 billion.Banking financial institutions grew rapidly with 95 branches and corporate bodies established and the non-performing loan ratio controlled at a low level (0.45%).

Building of Cross-border E-commerce Industry Chain

Chongqing,as the only pilot city of both cross-border trade e-commerce services and exchange payment in western and central China,has established such business structures as import and export supply,sales,payment and delivery and obtained the approval of General Administration of Customs for bonded import ＆ export and general import ＆ export regulatory programs.With the support from the government and active participation of enterprises,the cross-border e-commerce industry chain in Chongqing has made dramatic breakthroughs.Since 2014,the accumulative orders of cross-border e-commerce in Chongqing have been more than 130,000 (RMB 40 million) and maintained a sustained and rapid growth trend.

Improvement of Supporting System for Bonded Commodity Exhibition and Trade

Since Chongqing first carried out bonded commodity exhibition and trade in bonded port area throughout the country in 2013,the bonded commodity exhibition has become mature gradually and the development has been accelerated.In the first three quarters of 2014,Chongqing Bonded Commodity Exhibition and Trade Center realized a cumulative trade volume of about USD 120 million.

Building of Internet,Cloud Computing,Big Data Industrial Chain Clusters

Chongqing is accelerating the expansion of its function as the national internet direct connection point and building such industrial chains and clusters as internet,cloud computing and big data.It has introduced Atos Origin,IZP and other leading enterprises which lay a good foundation for preliminary establishment of internet,cloud computing and big data industrial ecology.The industrial regional distribution pattern has taken shape and the industrial sectors are focused on such industrial systems as data center establishment,internet,cloud computing,big data and Internet of Things respectively.

Since the national internet backbone direct connection point was opened up in Chongqing,the city has become one of the 10 primary nodes in the national communication network architecture with the network-to-network inter-connectivity capacity being 1030G,the network-to-network time delay reduced by more than 60%,the packet loss probability significantly decreased by more than 90% and the response speed increased by more than 85%.Meanwhile,the internet export bandwidth has been promoted substantially from 1680G at the end of 2013 to 3600G and from 5 connected cities to 17.

Rapid Development of Bonded Trade Business Pilot

Chongqing is advancing the innovation of trade in the bonded area: Firstly,comprehensively promote the bonded trade and investment attraction for comprehensive service industry in the trade function area to enrich the types of commodities and improve the supporting and derivative functions of the trade center.Secondly,strengthen the service assurance and play a role in exemplary demonstration to ensure the completion and operation of Hillsun Clothing,Goldenbow Power and other projects.Thirdly,attract electronic,automobile and other highend manufacturing industries to settle down in the Airport Industrial Park to enlarge and strengthen the processing trade.Fourthly,strengthen the coordination services for gold,clock and watch processing projects settled and lead the processing mode of the enterprises to transform to deep processing.In the first three quarters of 2014,the accumulative amount of bonded trade in Chongqing was about USD 832 million,accounting for 83.2% of the annual task of USD 1 billion,in which the bonded commodity exhibition and trade accounted for 14.42%.

Facilitation of Cross-border Settlement and Financing

Chongqing is promoting centralized operation and management of foreign exchange funds of transnational corporations actively.The accumulative amount of foreign exchange funds subject to centralized operation of the first 3 transnational corporations reaches USD 150 million.It is also promoting the cross-border RMB settlement business and carrying out the centralized operation of cross-border funds orderly.IZP has signed agreement with 2360 commercial tenants in Chongqing,among which 510 commercial tenants’information has been online.About RMB 20 million to RMB 50 million is transferred via the cross-border settlement platform – Global Bill to Chongqing every day.Chongqing will enlarge and strengthen the existing payment institutions and lead to enhance the integration of payment industry to create a thirdparty payment industry cluster actively.

In the first three quarters of 2014,HP (Chongqing) Settlement Center's settlement amount was USD 61.76 billion,increased by 14.4%;the 4 qualified banks in Chongqing handled offshore banking business of USD 4.19 billion in total,increased by 82.7%;foreign institutions was supported to open NRA accounts for business,via which an amount of USD 1.21 billion was handled,increased by 164.6%;the banks were guided to provide cross-border trade financing for 219 transnational enterprises through such products as "Cross-border Financing" and an amount of USD 19.86 billion was raised.From January to September,the cross-border RMB settlement amount in Chongqing reached RMB 111.88 billion and the foreign exchange revenue and expenditure of cross-border e-commerce reached USD 170 million,increased by 110% and 200% respectively..
