涉外婚姻需謹慎

People should be cautious with international marriage

In contrast to a happy ending， the news about cheating and runaway of “Vietnamese brides” are not rare. The international marriages based on business have both opportunities and crises.

According to some relevant media， Wang Ying， Deputy Director of the Anti-trafficking Office of Chinese Ministry of Public Security Bureau said that， the “group purchasing of Vietnamese brides” conducted by some cross-border matchmaking agencies and websites recent years appears to be cross-border matchmaking， but most of them are related to human trafficking. Wang Ying said that these \"matchmaking agencies\" commitment to introduce these young girls to rich men of the large cities of China， but many people were \"trafficked\" to rural areas of China as wifes.

Whether they are willing or abducted， nobody knows how many Vietnamese women have been \"sold\" to China. But certainly the number is over several thousand every year. According to the statistics of the Ministry of Public Security of Vietnam， from 2004 to 2009， more than 2400 Vietnamese women were abducted to China.

相比皆大歡喜的結局，有關“越南新娘”騙婚、逃婚的新聞并不在少數。基于買賣的跨國婚姻中有商機，也有危機。

據有關媒體報道，中國公安部刑偵局打拐辦副主任王瑩曾表示，近來一些跨境婚介機構和婚戀網站推出的“團購越南新娘”活動，表面上看，是跨國婚姻中介行為，但其中大部分與拐騙相關。王瑩表示，這些“婚介機構”承諾將年輕女孩介紹給中國大城市的有錢男士，但許多人被“拐賣”到中國農村當媳婦。

無論是自愿還是被拐騙，沒人知道已有多少越南女性被“賣”往中國。但每年肯定多達數千人。據越南公安部統計，在2004-2009年間，有2，400多名越南婦女被拐騙至中國。

In face of the increasing number of problems of Vietnamese brides， the Chinese government has shown it attitude.

In 2010 October， the Ministry of Foreign Affairs release a piece of news on the website， said that some Chinese citizens believe the 1 information and rumors on the Internet easily and go to Ho Chi Minh City to have blind date with money and properties， hoping to get a \"wife\". They turned out to be deceived， their passports were detained， and they suffered economic losses. Chinese citizens should be cautious with foreign blind date information to avoid being deceived.

In 2013 June， Lishui Civil Affairs Bureau of Zhejiang Province "issued a notice， saying that the divorce rate of the brides who married to the Jinyun county form the Southeast Asia （Vietnam， Kampuchea） has reached 4.7% and had potential social risks. At present， the relevant departments are cracking down on local agencies and individuals who are engaged in illegal international matchmaking.

面對越來越多越南新娘婚介中出現的問題，中國政府作出了表態。

2010年10月，外交部網站發出消息，稱有中國公民因輕信互聯網上的虛假信息及傳言，攜帶財物赴胡志明市相親、娶“妻”，結果上當受騙，護照被扣，蒙受經濟損失。中國同胞應謹慎對待境外相親信息，避免上當受騙。

2013年6月，浙江省麗水市民政局發出通知，稱婚嫁該市縉云縣東南亞新娘（越南、柬埔寨）離婚率已達4.7%，存在潛在社會風險。目前，有關部門正在嚴厲打擊當地從事非法涉外婚介活動的介紹機構和個人。

The \"Vietnamese bride\" phenomenon is a special social phenomenon appears in the national conditions and social development of China and Vietnam， it not only lacks of legislative protection， but also has many traps.

Some experts analyze that the marriage based on the relationship of buyer and seller has led to many new social problems： first of all， the illegal foreign brides are in difficult situations， the second is that marriage based on business is illegal， in addition， the intermediaries who make profit through marriage by cheating are suspected to have commited fraud.

At present， China has no laws regarding the supervision of international matchmaking agencies and individuals and it is an important cause of so many frauds of international marriages. \"Cross-border marriage is actually the result of the imbalance of regional development. From the national level， whether good or bad， illegal intermediaries should be banned. But from the perspective of average people， single men really have needs. There are not many normal channels， so the existing of intermediary is inevitable. To solve this problem， international cooperation is needed， as well as the joint efforts of the government of China and Vietnam.\" said Liu Zhongyi， researcher of China Population and Development Research Center.

如今的“越南新娘”現象可謂是中越兩國國情和社會發展過程中出現的特殊社會現象，不僅缺乏法律保駕，還存在不少陷阱。

一些專家也分析，這種基于買賣關系的婚姻已經滋生了許多新的社會問題：一是外籍非法新娘處境艱難，二是當事人買賣婚姻違法，三是中介通過騙婚獲利涉嫌詐騙犯罪。

目前，國內對涉外婚介組織以及個體的監管，在法律上基本處于缺失狀態。不得不說，這是造成目前涉外婚姻詐騙現象多發的重要原因。“跨國婚姻實際是區域發展不均衡的結果。從國家層面來說，非法中介無論好壞都應取締。但從老百姓層面來說，單身漢確實有需求，缺乏正常渠道，中介不可避免。解決這一問題事關國際合作，需要中越政府共同努力。”中國人口與發展研究中心研究員劉中一說。

Marriage should have at least some emotional foundation. But having Vietnamese wives is almost purely transactions. The poor overage single men in some remote rural areas spend money to “look for” wives in poorer and undeveloped countries. They have different languages and cultures， let alone emotional foundation. It is just that one side has the physiological need and the family responsibility to have children， while the other side wants to have some money in the exchange for their family. 婚姻至少應有一定的感情基礎。但像娶越南媳婦這種情況，幾乎就是純粹的金錢交易。某些偏遠貧困農村的大齡剩男花錢去更窮、更落后的異國“找”老婆，雙方語言不通，文化迥異，談不上絲毫情感基礎，不過是一方為了生理需要與傳宗接代而付錢、另一方為了給家里換回一些嫁妝錢的“買賣”。雖然某些“買賣婚姻”在愿打愿挨以及質樸本分中湊合著過，卻也回避不了還有一些交易背后涉及跨國拐賣婦女以及故意騙婚的骯臟。老套的騙婚為何總能得逞？也是一個愿打一個愿挨。只是丟了新娘空悲切的人們，是時候“擦亮眼睛”了，套用一句在中國曾經很火的大俗歌詞，“愛情不是你想買，想買就能買”，同樣，婚姻不是你想買，想買就能買！
