7. Cui Yu： to be nice to the peasants， especially rural women等

崔郁：善待農民，更要善待農村婦女

Cui Yu， a member of CPPCC， Vice Chairperson and Secretary of the Secretariat of the All-China Women's Federation delivered a speech entitled to Be Nice to the Peasants， Especially Rural Women in the fourth session of the third conference of the Twelfth CPPCC on March 11.

In the speech， Cui said， to be nice to the peasants， i.e.， to let the farmers have the lands to till and the homes to live， to make peasants a decent profession and villages as a peace and pleasant homeland by enriching farmers. Treat well the peasants， especially rural women who accounted for 65% of the labor force in the rural areas since rural women are not only the main force of the agricultural production， but also the constructors of beautiful villages. Only when peasants have dignity， their life can be fairly well-off， and only when rural women have dignity， peasants' life can be really better-off.

全國政協委員、全國婦聯副主席、書記處書記崔郁3月11日下午在全國政協十二屆三次會議第四次全體會議上代表全國婦聯作了題為《善待農民，更要善待農村婦女》的大會發言。

崔郁在發言中說，善待農民，就是讓農民耕者有其田，居者有其屋，就是通過富裕農民，讓農民成為體面職業，讓農村成為安居樂業的美麗家園。善待農民，更要善待占農村勞動力65%以上的農村婦女，因為農村婦女既是農業生產的主力軍，也是美麗鄉村的建設者。農民有體面，小康才全面，農村婦女有體面，農民小康才全面。

An Uyghur representative， a NPC member， Chairperson of the Women's Federation of the Xinjiang Uygur Autonomous Region said， among the petition letters of Women Federation of our region， marriage and family disputes continuously came out top， accounting for around 70% of the total， among which domestic violence， division of property and raising up of children due to divorce account for a larger proportion. And these cases are problems repeatedly involved with lawsuits. Currently， the masses， especially women have strong demands for defending their rights and interest according to law as well as seeking protection from law.

She suggested， with family disputes increasing in numbers， complexity and difficulty， the Supreme Judicial Court should help grass-root courts to set up \"family courts\".

全國人大代表、新疆維吾爾自治區婦聯主席哈斯也提·艾力接受記者采訪時表示，從新疆維吾爾自治區婦聯信訪來看，婚姻家庭領域的糾紛投訴持續居于首位，占總量的70%左右，其中家庭暴力、離婚財產分割、子女撫養等又占有很大比例，基本屬于重復反映的涉法涉訴問題，可以說，當前，廣大群眾尤其是婦女群眾對依法維護自身權益和依法尋求司法保護的要求十分強烈。

在家庭糾紛居高不下，糾紛復雜程度日益提高，糾紛解決難度不斷增大的背景下，哈斯也提·艾力建議，最高法院指導基層法院建立“家事法庭”。

9. Zhen Yan： to include preventing and checking sexual harassment into the construction

of peaceful campus

甄硯：將預防和制止性騷擾納入平安校園建設

\"Recent years， the occasional occurrences of sexual harassment on campus have caused serious consequences to the students and the society，\" Zhen Yan， a CPPCC member， Vice Director of Societal and Legal System Committee at CPPCC， said with concern. Zhen handed in a suggestion -- to include preventing and checking sexual harassment into the construction of peaceful campus to the assembly.

Sexual harassment on campus is a kind of sexual violence on campus， and an act of crime heavily violating rights and interests of women， girls and even boys. China has explicit laws and regulation concerning it， such as Women Right and Interest Defending Law， which said expressly， \"sexual harassment against women is forbidden， and women victims have the right to make complaints to related departments and organizations.\" However， Zhen said， \"sexual harassment is not effectively banned.\"

“近年來，我國校園性騷擾事件時有發生，給學生和社會造成了非常嚴重的后果。”對校園性騷擾問題十分擔憂的全國政協委員、全國政協社會和法制委員會副主任甄硯，向大會提交了《將預防和制止校園性騷擾納入平安校園的建設》的建議。

校園性騷擾，是一種校園性暴力，是嚴重侵犯婦女和女童、也包括男童人身權益的違法犯罪行為。對此，我國法律法規做出了明文規定。如婦女權益保障法中明確規定：“禁止對婦女實施性騷擾，受害婦女有權向單位和有關機構投訴?！比欢?，甄硯指出，“校園性騷擾仍然沒有得到有效遏制。”

10. Guo Yufen： to set up a healthy full-life-circle service mode for women and children

郭玉芬：建立婦幼全生命周期健康服務模式

With the development of traditional health service for women and children， its restraints are not only limited to short of funds or weakness of infrastructure. To improve health service for women and children significantly， the current service mode based on patients and events should be switched into an overall-planned， organized and long-span group service mode based on population. Only with a service mode with population as the basis we can provide a new platform and better safeguard the health of women and children.\" In the two sessions this year， Guo Yufen， a NPC member， Vice Director of Sanitation and Family Planning Committee of Gansu Province appealed \"to set up a healthy full-life-circle service mode for women and children\".

With rich clinic and hospital management experience， she said， there still exist lots of problems in health service for women and children. The service content is incoherent and segmented， and the service targets classification by age and locale is different， hence preferential policies differed. The ground cause is the service mode based on patients and events.

“隨著傳統婦幼健康服務事業的發展，其制約因素已經不僅僅是經費不足或基礎設施落后，要促進婦幼健康服務工作再上新臺階，就要從目前以病人和事件為基礎的服務模式轉換到以人口為基礎的有整體規劃、有組織、長期運轉的群體性服務模式，只有通過以人口為基礎的服務模式，才會展開一個新的平臺，更好地保障婦女兒童的健康。”在今年的全國兩會上，全國人大代表、甘肅省衛生和計劃生育委員會副主任郭玉芬呼吁“建立婦幼全生命周期衛生健康服務模式”。

擁有豐富的醫療臨床及醫院管理經驗的郭玉芬認為，目前在婦幼健康服務中仍存在著不少問題，服務內容不連貫、碎片化，服務對象年齡劃分、區域劃分不一致，享受的優惠政策不均衡等問題，其根本原因是婦幼健康服務工作中以病人和事件為基礎的服務模式。
