On December 3rd， Ningxia Entry-Exit Inspection and Quarantine Bureau issued the news that they would take example by the innovation system of China （Shanghai） Pilot Free Trade Zone in near future， in order to promote Yinchuan to become new free trade zone.

In the future， part of the imported and exported industrial products need only pass the tests of third-party inspection agency reaching the qualification of inspection and quarantine authorities； risk analysis is conducted on biological materials and other special items imported by Ningxia Hui Autonomous Region， which can help shorten quarantine approval process， with the cancel after verification in batches， various measures to check and convenient supervision measures with applicable frequency； for exports transited through Yinchuan Free Trade Zone， the inspection and quarantine authorities issue the certificate of non-manipulation according to their actual origins， and the certificate can be replaced， sub-licensed and merged； reporting， charge， inspection， certificate release and file of qualified native enterprises are carried out with paperless operation； in terms of statutory inspection of planned imported goods， testing is arranged in advance to improve customs clearance efficiency.

On December 9th， 2014， on application of Indias Central Silk Board， Indian conducted anti-dumping investigation on the silk native to China. The customs code for involved products is 5002.00.10.

The case consists dumping investigation period from April 1st， 2013 to June 30th， 2014， injury investigation period from April of 2010 to March of 2011， from April of 2011 to March of 2012 and from April of 2012 to March of 2013 as well as dumping investigation period from April 1st， 2013 to June 30th， 2014.

On the morning of December 27th， Xinjiang Zhongtai Chemical Co.， Ltd.， the largest chemical company of Xinjiang Uygur Autonomous Region， announced to issue additional share of 1.19 billion yuan to hold Xinjiang Fulida Fiber Co.， Ltd.， entering in Xinjiang textile and apparel industry.

After cooperation， the two companies will carry out viscose fiber projects of 400，000 tons and spinning projects of 3.5 million spindles， with total investment of 10 billion yuan， which will achieve annual sales income of 12 billion yuan and create 6，500 jobs directly and 20，000 jobs in physical distribution and service after completion.

On 28th， in Wuxing weaving town， “Zhili kidwear industrial park” was officially opened in Zhili Town of Wuxing District， with planning area of 1920 acres， which attracted more than 200 enterprises devoted in childrens clothing industry to talk over on the first day. As one of the “411” major projects and a key construction project in province， “Zhili kidwear industrial park” is professional and modern industrial park with functions of childrens clothing manufacturing， R & D design， exhibition， information service， personnel training and enterprise cultivation.
