Transformation of Township Government Functions to PromoteNew Contryside Construction

Abstract： Presently， in order to promote agriculture， China， on a whole， initially able to to support new rural construction， has entered a new development phase characteristic of rural areas led by cties and farmers motivated by citizens. To promote rapid development and construction of new contryside， government functions， especilly township， should be transformed. Township government， as the grass-roots political power organization between state and rural areas， is directly related to rural stabilization and development. To quiken the transformmation township government functions is of great significance to new rural construction.

In current background of new countryside construction， in order to meet the new requirements of situation development， promote social economic development and identify township government functions， the serious problem of government functions such as \"offside， dislocation， vacancy\" should be solved in this new period. To constantly make party's governing capacity improved is to render the policy and guideline implemented. To strengthen grass-roots party organization construction is conducive to improving the capability of grassroots level party organizations. To strengthen management and supervision of grass-roots party members and stress construction of honesty and self-discipline are helpful for party members to play a pioneer and model role in Chnia. During this new period， taking peasants’interests as the starting point and foothold of all works， the thoughts and ruling ideas should be changed to promote further construction of rural areas by establishing service conception and improving our working style.

1.To transform township government functions is the general requirement for new countryside construction

Under the background of new rural construction， to achieve aims of new rural construction and promote rapid development of socilal undertakings， township government functions should be bettered， transformation of government functions strenghened， and public services and products be supplied. General requirements are as follows： taking rural development as the theme， establishing people-oriented thinking style， further developing collective economy， growing rural economy， increasing farmers' income， perfecting rural infrastructure， constructing full-featured， well-equipped， clean and tidy rural areas.

The leader， township government， plays a guiding role in building new countryside. Township government is very important in the process of new rural construction. In another word， it plays an irreplaceable role because new rural construction are closely linked to township government functions. Only township government functions are changed， the working styles improved， working ideas innovated， can new countryside be constructed. The ultimate goal of new rural construction is make farmers' interests effectively protected， rural infrastructure improved， overall rural style improved， farmers’living standards improved， and grassroots democracy strengthened. At last， by making the best use of grassroots government， steady development of society can be promoted， the problems in process of rural development properly solved， people's interests safeguarded， tensions between cadres and masses relieved.

2.Measures taken to promote the new countryside by transforming township government functions

First，to build service-oriented government.Presently， subjected to development level， service-oriented township government in China hasn’t been finished. Changes taken place in government functions are inadequate and their ability to service for the public is limited， which have a great impact on rural construction and become China’s rural development obstacles. To realize scientific management and make the best use of township government functions， township government constantly has been making progress in management models， converting direct intervention into indirect interference， changing control manner into service style. To provide more and better service for people， government functions should be changed， supplying public service， growing into service-oriented government.

Secend，to strenghen local organization construction.It is necessary for local government power consolidated， service provided for grass-roots masses， new countryside built to strenghen local organization construction.Only by changing government functions and improving working style， can fighting ？force and cohesion of local party organization？be reinforced. As a result， new socialist countryside can be constructed.？Construction of grass-roots？leadership and Party organization need to be strengthened. It is the key factor for grass-roots work to construct local party’s organization， construct admistrative Party’s leaders team， optimize leaders’ structure， improve leaders’capability and level， develop adequately the battle fort action of grass-roots Party organization. Grass-roots cadres team should be constructed by selecting a group of highly qualified talents to enrich cadres team. Mechanism of township service， contacting the mass closely， is to be established and improved. To provide better quality service for the masses， close contact with the people should be kept， better service for the people provided， comprehensive service station established， the masses closely related businesses contacted together， government resources optimized， all the problems better solved. Transformation of township government functions and new rural construction can be better promoted by curing all the problems in development practice and exerting the leading role of Party organization.

Third，to strenghen construction of villagers self-governace.Currently， it prvovides political guarantee for government transformation functions to strenghen villagers self-governace construction and promote better rural construction. Villagers self-governace is to realize self management and self service by exerting their rights complied with laws， participating rural bussiness， solving all the problems in development for villagers，dealing with the conflicts together. Adequate relation between government and village committee is constructed. And the relationship between government and the masses is kept just like that between fish and water. To better carry out villagers self management work， rural collective ecnomy should be constantly developed amd better service be provided. Developed collective ecnomy is helpful to improve people’s living standards. Better service and social welfare contribute to improve relationship between cadre and the masses， safeguard interests of the public， resolve social contradiction and cure social problems. To promote villagers self manangement construction， farmers’political qualities should be enhanced and their political passion is stimulated so that they can participate political life.
