意大利駐渝總領事館開館重慶為打造中西部領事高地再邁重要步伐

“重慶是西部地區唯一的直轄市，發展潛力巨大。特別是近年來，重慶和意大利的交流日益密切，現在是意大利政府公共開支緊縮的時期，政府對國外的外交領事館都進行了調整，但是對于在重慶新開領事館是支持的，這說明我們非常看重西南片區，希望能加強聯系。”2013年12月30日，意大利駐重慶總領事館開館，首任意大利駐重慶總領事馬斐桐（Sergio Maffettone）在開館儀式上向媒體記者表達了意大利政府對重慶的重視，并詳細介紹了領館之后的工作計劃。重慶市外事僑務辦公室副主任陳高山參加了開館儀式。

意大利駐重慶總領事館是意大利在中國西部設立的第一家領事館，主要負責重慶、四川、貴州、云南的工作。之前，意大利除駐北京大使館外，僅在北京、上海、廣州、香港設有領事館。意大利駐渝總領事館開館，為助推重慶打造中西部領事高地又邁出了重要步伐。

今年6月開始受理西南地區簽證

馬斐桐告訴記者，領事館以后的工作重點是促進重慶和意大利的經貿往來，其中城市化建設、環境和工業的可持續發展、農業及食品、醫療將是他們在經濟領域的核心工作。“我們會協助意大利企業進入中國市場，同時為中國企業去意大利投資創造便利條件，尤其是對中意合資企業，以此實現互利共贏。希望在2015年米蘭世博會之前讓更多的重慶企業和市民到意大利。”馬斐桐表示，為此他將主動前往云貴川三省和重慶各個區縣進行考察和交流，了解當地的特色和需求，搭建起西南地區和意大利商貿文化往來交流的橋梁。“現在仍有許多很好的意大利品牌在中國還不為人知。他們希望能通過領事館的溝通，讓更多的意大利品牌來到重慶，讓重慶市民能享受到最新最前沿的世界時尚潮流。”

意大利在歐洲經濟位居第二，制造業強大，時尚家居、家具、生物科技、汽車制造等領域在歐洲都發展良好，其手工業發達，以為客戶量身打造產品著稱。如今也有一些意大利加工企業在西南地區入駐。重慶到意大利還沒有直飛航線，馬斐桐表示，他希望能夠推動意大利和重慶直飛航線的設立，希望有更多的重慶商人、游客和學生能夠更方便的前往意大利。

除此以外，馬斐桐表示，將會加深文化藝術方面的交流，讓學生、學校之間多多互訪，個人間的聯系可以深化到兩國間的合作。他希望有更多的中國學生到意大利學習，在音樂、歌唱、藝術、建筑等方面進行深造。

目前，意大利駐重慶總領事館館舍還有待裝修，臨時辦公地點在洲際酒店，預計2014年6月可以開始受理西南地區的簽證。據悉，申請意大利簽證拒簽率很低，只要申請人滿足相關法規規定，都可以通過。因為意大利屬于申根國家，按照新規定，持意大利簽證不需要首站必須到意大利，從任何一個申根國家進出歐洲都可以。

意大利總領事“很重慶”

首任意大利駐重慶總領事馬斐桐雖然是第三次來重慶，卻非常喜歡重慶文化。他對重慶的感覺很好，重慶城市很漂亮，重慶人性格豪爽、勤奮、積極的態度，給他留下了非常深刻的印象。“我最愛吃重慶的火鍋、毛肚、豬腦花等火鍋燙菜。”他表示，中國的菜系眾多，而他的家鄉意大利也有很多美食，與重慶很相似。也許正因為如此，才讓他對重慶的美食文化十分著迷，對這座城市感覺親切。

原是意大利駐華大使館新聞參贊的馬斐桐，在中國已經工作了3年多，說著一口流利的中文。在此之前，他在阿富汗和阿爾及利亞擔任過意大利外交官。“我是一名專業的外交官，一直從事外交工作。”馬斐桐說，2010年在得知自己要到中國工作后，他前往北京大學學習了中文，雖然只有短短四個月時間，但他已經能說和寫中文。“當時學習完畢考試，要寫一篇500字的文章，我可是順利通過了考試。”馬斐桐說，這多虧他喜歡和當地人交朋友，所以中文才提升得很快。

對于自己的中文水平，馬斐桐十分謙虛，他表示，自己的中文還有很大的進步空間，這次來重慶擔任總領事是他自己主動要求的，覺得這是一次很好的機會，也希望能多了解重慶的文化，更好的學習中文。

談到意大利，馬斐桐也情不自禁地“推銷”起自己的國家來：“意大利是一個很美的國家，我希望有越來越多的人去意大利。如果是第一次去意大利，當然要去羅馬、米蘭、佛羅倫薩等知名的城市和景點，不過，要感受真正的意大利，其實是在一些小地方。”

馬斐桐說，意大利的每個城市都有悠久的歷史，特別是在文藝復興時期，每個城鎮都在比拼著打造最好的藝術和建筑，正因如此，意大利的城市不大，但每個城鎮都有經典的建筑和藝術品，每一個地方都不一樣。包括美食，在意大利開車50公里，吃到的東西都會不一樣。他建議，對于再去意大利旅游的游客，可以租車自駕游，托斯卡納、西西里島等都是值得細細品味的地方。

重慶與意大利的外經貿交往情況

2012年1-12月，重慶對意大利出口41510萬美元，同比增長55.2%；同期，重慶從其進口14600萬美元，同比增長40.6%。2013年1-11月，對意大利出口35907萬美元，同比下降8.6%；從意大利進口34483萬美元，同比增長161%。

重慶對意大利主要出口商品是活塞內燃引擎、肝素及鹽、鋼鐵制品、其他板、片及帶等；主要進口產品是工業用電爐及電烘箱、壓縮機容積測試儀、汽輪機、飲料及液體食品灌裝設備等。

截止2013年11月底，我市累計設立意大利外商投資企業34個，合同外資5190萬美元，實際使用外資2908萬美元。主要涉及制造業、房地產業、批發和零售業等。主要企業有上汽菲亞特紅巖動力總成有限公司、重慶寶鋼美威車輪有限公司、重慶(意大利)羅伯特服裝有限公司、重慶慶蘭實業有限公司等。

截止目前，重慶力帆實業(集團)進出口有限公司2009年7月設立力帆意大利有限責任公司，總投資150萬美元，主要從事各型汽車，汽車發動機，摩托車、摩托車發動機、通機、零部件進出口等，并為所銷售產品提供售后服務。

Consulate-Genaral of Italy in Chongqing is the first consulate that is set up in the southwest region, mainly responsible for Chongqing, Sichuan, Guizhou and Yunnan.Before that Italy only has consulates in Beijing, Shanghai, Guangzhou and Hong Kong. Consulate-Genaral of Italy in Chongqing has taken an important step for Chongqing to be the western consular highland.

Starting to Accept Visa in Southwest this June

Sergio Maffettone told the media that the work of Consulate-Genaral in Future will focus on promoting economic and trade exchanges between Chongqing and Italy, urbanization, sustainable development of environment and industry, agriculture and food, medical care will be their core work in the economic f i eld. “We would help Italy enterprises to enter the market in China while creating favorable conditions for Chinese enterprises to invest in Italy, especially the Italian joint venture enterprises to achieve mutual benefit and winwin situation.He hoped more Chongqing citizens go to Italy before the Milan Expo 2015. ” Mr. Maffettone will take the initiative to Guizhou ,Sichuan and various districts and counties in Chongqing to carry out study and exchange and learn about local characteristics and needs, built a bridge of business communication between Southwest China and Italy. “There are still many good Italy brands that are not known by Chinese.They hope to allow more Italy brands come to Chongqing so the Chongqing residents will enjoy the latest world of fashion through communication of the Consulate.”

Italy is the second in economy in Europe, strong in the manufacturing sector, fashion, furniture, areas such as biotechnology, automobile manufacturing are well developed in Europe, developed in craft and is known for its customers tailormade products.Now there are some Italy processing enterprises move in into the southwest. There is no direct f l ight from Chong qing to Italy for now, Mr. Maffettone hoped to promote the establishment of direct f l ight so more businessmen, tourists and students are able to travel to Italy.

In addition, Mr. Maffettone will deepen cultural and artistic exchanges, more exchange of visits among students, schools, and personal contact.He hoped that more Chinese students can go to Italy to study music, singing, art, architecture and other aspects of education.At present, Consulate General of Italy in Chongqing is expected to start accepting visa this June.

Although it’s the third time come to Chongqing, Mr. Maffettone loves Chongqing culture very much. He had good impression of Chongqing, beautiful city and friendly people with uninhibited character and positive attitude. “My favorite food here is hot pot. ” He said, there are many delicious food in Italy that are quite similar like Chongqing’s , which is why he’s so into Chongqing food, feeling like his hometown.

Mr. Maffettone had been in China for over 3 years and speaks fluent Chinese.He was served as Italy diplomat in Afghanistan and Algeria. “I am a professional diplomat who has been engaged in diplomatic work. ” after he was told that he would be going to China in 2010, he went to the Beijing University to study Chinese, although it is only a short time of four months, he had been able to speak and write Chinese.

Mr. Maffettone said there is still great space for his improvement in Chinese, served as Consul-General in Chongqing was his own initiative and he thinks this a good opportunity, also he would like to know more about Chongqing's culture.

When speak of Italy,he said: "Italy is a very beautiful country, I hope that more and more people go to Italy.If this is your f i rst time to Italy, Rome, Florence, Milan can’t be missed, but to feel the real Italy is in some smaller places. ”

Maffettone said, every city in Italy has a long history, especially during the Renaissance, each town was trying to build the best of art and architecture, for this reason, cities in Italy are small but have classical architecture and works of art, each place is different. He suggested that tourists in Italy can rent cars for self-drive, Tuscany, Sicily are worth a soft look.
