初探郡縣制度影響下的中國城鎮體系

摘 要：郡縣制的出現，對于中國的城市建設起了關鍵性的引導作用.從秦漢時期至今，中國的城鎮體系發生了重大的變化，而郡縣制是如何在歷史的長河中始終保持著它不可或缺的地位。本文概述了郡縣制的起源與發展，探討了近現代城鎮體系發展中期的作用，并試圖對中國的郡縣制新圖景做一個展望。

Abstract:The appearing of the system of prefectures and counties had played a leading role in the progress of the urban construction. From the Qin dynasty to now， the urban system of china has witnessed a significant change. However， how does the system of prefectures and counties always in the indisputable statue? This article summaries the origin and the development of the system of prefectures and counties and the role it plays in the modern urban system. Besides， it also try to give a prospect for it.

1 引言

追溯中國城鎮體系的起源，在西周奴隸社會末期，漸漸形成于春秋戰國奴隸社會向封建社會轉變時期，至今已經經歷了2000多年。

進入周代以后，奴隸制發展至其頂峰，地域經濟得到了顯著的發展，人口也急劇上升，社會生產力更是得到了提高，是我國城市建設的高潮，這段時期，我國的城市數量急劇的增加。“封邦建國”源于西周，君臣關系，分封等級差別形成了以王城為中心的三級城邑網絡。夏商時期我國城市職能也出現了多樣化。政治，經濟，文化等因素促使了分封制最終被歷史的長河所淘汰，郡縣制登上舞臺。而也正是春秋時期郡縣制的出現，標志著中國的城鎮體系的產生。郡縣制從根本上否認了分封制，加強了西周以來的分封割據情況，消除了中央和地方的對立，土地所有制的變化和土地占有數量的等級差別，是城鎮體系發展的內部動力。從秦到唐代，郡縣制盡管經歷了“道縣制”，“路縣制”，“行省制”的發展變化，但它對于中國的城鎮體系建設確是持久而長遠的。……
