Project Overview: The construction of Tieqiang New District will further promote the implement of the city’s development strategy of “expanding eastward， moving southward， forwarding to the sea and promoting development surrounding Shacheng Port”. With clear definition of its functions， reasonable arrangement of all kinds of land， improvement of public facilities and an integrity of mountain and water landscape resources， Tieqiang New District will be constructed as a comprehensive new urban district with instinctive charms of mountain and sea， which multifunctions for headquarter office， leisure tourism， public culture， residence and life.

Construction Scale: Tieqiang New District covers an area of 600 hectares， among which the land for urban construction is planned to cover an area of 500 hectares.

Project view: Baisheng New District is 3 kilometers away from downtown with Shuangyue Project Area of Fuding Industrial Park in the east， Chaoyin Island Development Zone in the north， Ziguo Tourist Resort in the west and Chaoyin Island Development Zone in the north. Enjoying an advantage in geographical location， the project focuses on developing and utilizing resources of mountain and sea. On December， 2007， in order to promote the strategy of“expanding eastward， moving southward and forwarding to the sea”， municipal party committee and municipal government have decided to develop Baisheng New District to be an auxiliary service area of finance， business and residence for Shuangyue Industrial Park. The latter covers an area of ten thousand mu.

Construction Scale and Content: The land for Baisheng District is planned to cover an area of 3000 mu. The total construction area covers about 2 million square meters， among which residential building covers 14 million square meters.

Project Overview: Long’an Industrial project area is a large newly developed industrial park， where over 40 enterprises have been launched and over 30 enterprises have put into production. Long’an Town has a population of more than 20 thousand; the daily supply capacity of tap water reached 10000 tons， which cannot offer enough water to satisfy the demand for the domestic and industrial water in the industrial park. It is necessary to find a new water source and construct water-diversion projects， since the inadequate water supply has seriously restricted the development of Long’an Economic Development Zone.

Construction Scale: The project is to divert water from Baibu Stream into Long’an by passing through Qinyu Jikeng reservoir. Therefore， a water-diversion project with the daily supply capacity of 50000 tons will be built.

Project Name: Warehousing and Wharf Construction in Hougang Operation Zone in Shacheng Town

Project Overview: Shacheng port lies on the northernmost coast of Fujian Province， which borders Fujian and Zhejiang. The port boasts advantageous geographical condition and convenient transportation， which also connects with coastal highway， Wenzhou- Fuzhou Railway， and national highway network. Hougang operation zone， one of the six harbor operation zones in the overall plan for Shacheng port， is located on the south bank of Shacheng Port， 10 kilometers away from the estuary. The wharf apron is very superior in its excellent water depth conditions while the rear land areas those are surrounded on three sides by mountains boast their vast open flat spaces. The land area is about 1000 meters long and covers an area of 1500 mu.

Construction Scale: The wharf apron closes to the waters which are 20 -30 meters in depth while the frontage of the planned dock line is 1000 meters long， where is feasible to build 3 berths of fourth-generation Ocean-going container terminal (or 2 berths of the fifth-or-sixth generation container terminal). Its handling capacity is about 1 million TEU.

Total Investment: RMB 1 billion

Economic Results Analysis: The annual output value may reach RMB 2.5 billion. The taxation may be RMB 200 million. This project will create over 3000 job vacancies.

Project Overview: Taimushan town with a popula- tion of 58，800 is situated on the southeast coast of Fujian Province. The transportation by land and water is fast and convenient， with Shenhai Highway and Wenfu Railway running through the territory. It takes only two hours to reach both Wenzhou Yongqiang Airport and Fuzhou Changle Airport. Moreover it is one of the first 22 towns those are approved as the provincial towns of small town comprehensive reform. Taimushan also has rich natural resources and is well known as “A land flowing with milk and honey”. As the tourism service base of Taimu Mountain National Key Scenic Area， the whole town has received more than 560 thousand Chinese and foreign tourists during 2010. In order to further foster the tourist market and to promote urban taste， about 1200 mu of land in the south of the highway inter-linking exit is planed to be selected as the site of the tourism base of Taimu Mountain Global Geopark and the construction area is planned to cover 1450， 000 square meters. A tourism commercial street district full of the bright regional characteristics will be built， including some supporting facilities such as Geological Square and parks， providing shopping， catering， recreation， hotel services， etc.

Cooperation Mode: Sole investment or joint venture; the assignment of the right to the use of the land should be carried out by the means of “strokes linked to shoot”.

The proposed project consists of five amusement functional areas， including Happy Valley Rafting Zone， Yueli Lake Aquatic Amusement Zone， Canyon Rock Climbing Zone， Yangli Happy Farmhouse Ecological Agriculture Sightseeing Area and so on.

Total Investment: RMB 80 million

Economic Results Analysis: The annual profits may be 5.7 million Yuan while the ROI may reach 7.125%， and the yield rate is predicted to increase 10% yearly. According to this， the investment will be paid back in 10 years.
