It has jurisdiction over three project areas such as Xinghuo， Shuangyue and Wendu， forming a structure of “an industrial park with three project areas”. Shuangyue Project Area is about 4 kilometers away from downtown， 6 kilometers away from Fuding exchange port of the highway， 8 kilometers away from Fuding station of Wenfu railway. Nestling under a mountain and near a river， the Project Park boasts its beautiful surroundings and convenient transportation. The total planning area was 6.59 square kilometers， that is about more than ten thousand mu. The first stage of the project has developed 3500 mu of land. According to Fuding’s overall plan of “expanding eastward， moving southward and forwarding to the sea” and making industrial parks bigger and stronger， we plan to expand the project area eastward in the opening year of “the Twelfth Five-year” plan， start constructing Xuejiashan tunnel and link Shuangyue project area with Qianqi Town， driving Shuangyue， Cai’ao， Shuangyu into a project area of 30 thousand mu. The expanded area in plan covers 17 square kilometers， including Qianqi Reclamation Area and the related land space of Shangyu and Xiayu. The expanded area will form a spatial structure of “one center and two sections”. The distribution and construction of industries will be concentrated in the two sections—Qianqi Reclamation Area and Shangyu and Xiayu. According to the initial plan， the expanded area plans to distribute about 350.6 hectares for the first class industries， 67.8 hectares for the second class industries， 88.7 hectares for storage and processing near the port. Besides， the plan includes construction of a high-tech business area on the eastern mountain， which occupies an area of 100 hectares. The development of Shuangyue Project Area and Shacheng Port will be combined to construct a core zone of coastal industry.
