聊城強(qiáng)力打造光彩事業(yè)

伴隨著2004聊城文化旅游節(jié)的結(jié)束，聊城這個(gè)“江北水城”再次引來人們關(guān)注的目光，不僅是因?yàn)檫@里秀美的風(fēng)光、燦爛的文化，還有引領(lǐng)聊城市經(jīng)濟(jì)發(fā)展的光彩事業(yè)。短短幾年時(shí)間，聊城市實(shí)施光彩事業(yè)項(xiàng)目581個(gè)，合同總投資額108.2億元，到位資金41.2億元，安排就業(yè)10.24萬人，幫助了6.85萬貧困人口脫貧致富。

最大的“光彩項(xiàng)目群”

1995年，聊城成為中國(guó)光彩事業(yè)最早聯(lián)系的地市之一。中國(guó)光彩事業(yè)促進(jìn)會(huì)多次到聊城實(shí)地考察，發(fā)動(dòng)全國(guó)各地的民營(yíng)企業(yè)家到聊城投資興辦光彩項(xiàng)目，熱情支持和幫助聊城改變欠發(fā)達(dá)面貌。

聊城市大力引進(jìn)光彩事業(yè)項(xiàng)目是基于對(duì)本地現(xiàn)實(shí)的考慮。聊城有的是資源，缺的是轉(zhuǎn)化能力，光彩事業(yè)凝聚了全國(guó)一流的民營(yíng)企業(yè)，有著豐富的管理經(jīng)驗(yàn)和雄厚的物質(zhì)基礎(chǔ)，二者的有機(jī)結(jié)合可以幫助當(dāng)?shù)刎毨丝诒M快脫貧致富。中共聊城市委書記郭兆信說：“光彩事業(yè)是一項(xiàng)富民工程，要在政治上給予從事光彩事業(yè)的民營(yíng)企業(yè)家足夠的重視，鼓勵(lì)更多的人從事這項(xiàng)光彩的事業(yè)。”

1997年，聊城第一個(gè)光彩扶貧項(xiàng)目——希望集團(tuán)投資的聊城強(qiáng)大飼料公司建成。企業(yè)年消化玉米、小麥等原料2萬多噸，緩解了當(dāng)?shù)刭u農(nóng)產(chǎn)品難的問題。企業(yè)不僅向農(nóng)民供給高質(zhì)量的飼料，還無償提供技術(shù)指導(dǎo)、市場(chǎng)服務(wù)，迅速培植起了一批養(yǎng)殖專業(yè)村和專業(yè)戶。

1999年4月，中國(guó)光彩事業(yè)促進(jìn)會(huì)與聊城市政府簽訂了共同支持聊城光彩事業(yè)發(fā)展的合作協(xié)議書。在中國(guó)光彩事業(yè)促進(jìn)會(huì)的幫助下，一大批全國(guó)知名的民營(yíng)企業(yè)家相繼來聊考察合作項(xiàng)目，投資興業(yè)。2000年，聊城成立光彩事業(yè)促進(jìn)會(huì)，為興辦光彩項(xiàng)目的民營(yíng)企業(yè)家進(jìn)行跟蹤服務(wù)。

2002年4月15日，廣東香江集團(tuán)、東方希望集團(tuán)、內(nèi)蒙古奈倫集團(tuán)三家全國(guó)知名民營(yíng)企業(yè)，分別投資建設(shè)的聊城光彩大市場(chǎng)、信發(fā)希望鋁深加工基地和果汁深加工項(xiàng)目二期工程三個(gè)光彩項(xiàng)目同日在聊城奠基，總投資45億元，成為聊城光彩事業(yè)的一大盛事。

隨著外來投資的光彩項(xiàng)目越來越多，聊城光彩事業(yè)步入了高速發(fā)展的新階段。自東方希望集團(tuán)在聊城興辦第一個(gè)光彩項(xiàng)目以來，已有59家外地企業(yè)到聊城興辦光彩項(xiàng)目72個(gè)，形成了全國(guó)最大的光彩項(xiàng)目群。

構(gòu)建“雙贏”機(jī)制

聊城光彩事業(yè)在短短幾年里取得了豐碩成果，得益于全市樹立起的“雙贏”理念和確立的共同發(fā)展機(jī)制。幾年來，中共聊城市委、市政府把光彩事業(yè)作為和全國(guó)民營(yíng)企業(yè)之間的一項(xiàng)“雙贏”的事業(yè)來培植，連續(xù)舉辦了全國(guó)民營(yíng)企業(yè)家聯(lián)誼會(huì)、梨花節(jié)招商引資洽談會(huì)、魯西光彩工業(yè)園區(qū)招商引資洽談會(huì)等一系列光彩活動(dòng)，吸引了全國(guó)各地的360多名民營(yíng)企業(yè)家前來參會(huì)，簽訂合作項(xiàng)目67項(xiàng)，引進(jìn)資金39億元。聊城市還多次組團(tuán)參加全國(guó)各地有影響力的經(jīng)貿(mào)洽談和科技交流活動(dòng)，主動(dòng)聯(lián)絡(luò)結(jié)識(shí)知名民營(yíng)企業(yè)家。

中共聊城市委書記郭兆信是中國(guó)第一位成為光彩理事會(huì)常務(wù)理事的政府官員。在2001年11月召開的中國(guó)光彩事業(yè)促進(jìn)會(huì)二屆二次理事會(huì)上，他利用開會(huì)的間隙召開了招商引資項(xiàng)目推介會(huì)，極力邀請(qǐng)民營(yíng)企業(yè)家到聊城考察投資。廣東香江集團(tuán)董事長(zhǎng)劉志強(qiáng)到聊城進(jìn)行實(shí)地考察后，決定在聊城投資29億元建設(shè)光彩事業(yè)項(xiàng)目——香江光彩大市場(chǎng)。

“全國(guó)的民營(yíng)企業(yè)家來聊城興辦光彩項(xiàng)目，是支持聊城的發(fā)展。聊城也要支持民營(yíng)企業(yè)的發(fā)展，讓他們能夠在聊城干成一番大事業(yè)。”聊城市市長(zhǎng)張秋波在全市大力倡導(dǎo)“雙贏”的理念，他們著力構(gòu)建“雙贏”機(jī)制，讓投資的企業(yè)家獲利。

不僅如此，聊城市還相繼出臺(tái)了一系列鼓勵(lì)和扶持光彩事業(yè)發(fā)展的優(yōu)惠政策，對(duì)光彩事業(yè)項(xiàng)目在多方面給予照顧，盡最大努力為光彩事業(yè)創(chuàng)造良好的發(fā)展環(huán)境。 內(nèi)蒙古奈倫集團(tuán)自1999年與聊城冠縣糧油總公司合資建設(shè)梨汁加工項(xiàng)目后，四年多的時(shí)間三次增資6000萬元，擴(kuò)大了生產(chǎn)規(guī)模。迄今為止，外地民營(yíng)企業(yè)家來聊城投資的光彩事業(yè)項(xiàng)目實(shí)施二期工程的已有20多家，追加投資十多億元。

經(jīng)濟(jì)發(fā)展的“助推器”

眾多的光彩項(xiàng)目在聊城不斷發(fā)展?fàn)畲螅l(fā)揮的效益越來越顯著，對(duì)區(qū)域經(jīng)濟(jì)的輻射帶動(dòng)作用日益增強(qiáng)。光彩事業(yè)已成為聊城經(jīng)濟(jì)騰飛的強(qiáng)大“助推器”。

光彩事業(yè)在聊城投資建設(shè)的龍頭企業(yè)和涉農(nóng)項(xiàng)目，帶動(dòng)大批農(nóng)民發(fā)展起了果樹種植、肉雞養(yǎng)殖、食用菌栽培等致富項(xiàng)目，增加了農(nóng)民的收入，加快了農(nóng)民的脫貧致富步伐。冠縣是水果大縣，水果種植面積3萬公頃，年產(chǎn)水果15萬噸。由于各種原因，銷路不暢，每年都有3萬多噸梨銷不出去。內(nèi)蒙古奈倫集團(tuán)投資的果汁廠建成后，不僅為銷不出去的梨解決了出路，所有的殘次果也被充分利用起來了，果農(nóng)每年增收400多萬元。他們高興地說：“好果賣市場(chǎng)，次果進(jìn)工廠，俺們從垃圾里撿到了金元寶”。山東鳳祥集團(tuán)面向農(nóng)村，服務(wù)農(nóng)民，扶持周邊縣市發(fā)展肉雞養(yǎng)殖戶1.3萬個(gè)，安置農(nóng)業(yè)剩余勞動(dòng)力1.2萬人，成為帶動(dòng)當(dāng)?shù)剞r(nóng)民脫貧致富的特大型龍頭企業(yè)。

光彩事業(yè)項(xiàng)目同樣加快了城市化建設(shè)進(jìn)程，解決了大批下崗職工就業(yè)，帶動(dòng)了相關(guān)產(chǎn)業(yè)發(fā)展。因缺少建設(shè)資金，聊城城市供氣工程多年沒有解決。1999年4月，他們與河北民營(yíng)企業(yè)新奧集團(tuán)達(dá)成合作協(xié)議。新奧集團(tuán)投資1.2億元在聊城城區(qū)建設(shè)管道天然氣項(xiàng)目，一期工程當(dāng)年竣工投入運(yùn)營(yíng)，城區(qū)實(shí)現(xiàn)了集中供氣，城市功能得到完善。這是中國(guó)的民營(yíng)企業(yè)第一次參與建設(shè)城市公共工程。聊城香江光彩大市場(chǎng)全部建成后，將使聊城成為中原地區(qū)最大的物流商貿(mào)基地。光彩大市場(chǎng)通過開展青年資源交流大會(huì)等形式積極幫助待業(yè)青年、下崗職工開拓就業(yè)渠道，解決就業(yè)人口達(dá)3萬人以上，還帶動(dòng)了運(yùn)輸業(yè)、餐飲服務(wù)業(yè)、加工業(yè)等產(chǎn)業(yè)的發(fā)展，成為改善地方經(jīng)濟(jì)結(jié)構(gòu)、促進(jìn)地方經(jīng)濟(jì)發(fā)展的新的增長(zhǎng)點(diǎn)。

光彩事業(yè)項(xiàng)目的投資，引發(fā)了資本的“集聚效應(yīng)”。光彩事業(yè)猶如一個(gè)展示聊城形象的窗口，海內(nèi)外客商從光彩事業(yè)項(xiàng)目的成功運(yùn)作中，看到了聊城良好的投資環(huán)境和廣闊發(fā)展前景，紛紛到聊城投資建廠。東方希望集團(tuán)在茌平投資鋁深加工項(xiàng)目后，帶動(dòng)了國(guó)內(nèi)十幾家企業(yè)到茌平投資，總投資額超過100億元，極大地帶動(dòng)了茌平的經(jīng)濟(jì)發(fā)展。去年，全市招商引資實(shí)際到位資金80億元。韓國(guó)希杰集團(tuán)、香港華潤(rùn)集團(tuán)等一批投資較大的外資項(xiàng)目入駐聊城，利用外資首次突破1億美元，達(dá)到1.22億美元，比上年翻了一番。

外來投資的光彩事業(yè)項(xiàng)目帶來的強(qiáng)烈市場(chǎng)意識(shí)和嶄新的經(jīng)營(yíng)管理理念，極大地沖擊了當(dāng)?shù)芈浜蠛徒┗乃枷胗^念，引發(fā)了思想的大解放，有力地促進(jìn)了聊城市民營(yíng)經(jīng)濟(jì)的快速發(fā)展。2003年，全市民營(yíng)企業(yè)發(fā)展到10萬多個(gè)，實(shí)現(xiàn)銷售收入629億元，同比增長(zhǎng)48.4%。

中國(guó)光彩事業(yè)是中國(guó)民營(yíng)企業(yè)家響應(yīng)《國(guó)家八七扶貧攻堅(jiān)計(jì)劃》所發(fā)起并實(shí)施的一項(xiàng)扶危濟(jì)困的宏偉事業(yè)。1994年4月23日，劉永好等10名民營(yíng)企業(yè)家聯(lián)名倡議《讓我們投身到扶貧的光彩事業(yè)中來》，光彩事業(yè)由此而發(fā)起。

光彩事業(yè)以廣大非公有經(jīng)濟(jì)人士和民營(yíng)企業(yè)家為參與主體，包括港澳臺(tái)僑工商界人士共同參加，以參與西部大開發(fā)為重點(diǎn)，面向“老、少、邊、窮”地區(qū)和中西部地區(qū)，以項(xiàng)目投資為中心，開發(fā)資源，興辦企業(yè)，培訓(xùn)人才，發(fā)展貿(mào)易，并通過包括捐贈(zèng)在內(nèi)的多種方式促進(jìn)貧困地區(qū)的經(jīng)濟(jì)發(fā)展和教育、衛(wèi)生、文化等社會(huì)事業(yè)的進(jìn)步，以先富帶后富，促進(jìn)共同富裕。

光彩事業(yè)實(shí)施十年來，取得了舉世公認(rèn)的成就，引起了國(guó)際社會(huì)的高度贊譽(yù)。2001年11月，中國(guó)光彩事業(yè)二屆二次理事會(huì)將光彩事業(yè)及其參與者的精神追求和價(jià)值取向概括為32字的“光彩精神”：致富思源，富而思進(jìn)，扶危濟(jì)困，共同富裕，義利兼顧，德行并重，發(fā)展企業(yè)，回饋社會(huì)。

In 1995， Liaocheng City in Shandong Province became one of the earliest district-level cities in China that had contacts with the Guangcai Program. For many times， the China Society for Promotion of the Guangcai Program has made on-the-spot inspection at Liaocheng and mobilized the non-governmental enterprisers to invest in the Guangcai programs in Liaocheng with a view toward supporting Liaocheng to change its undeveloped status.

Considering its local status， Liaocheng City is making every effort to attract investment from the Guangcai Program to Liaocheng. Though having abundant natural resources， Liaocheng lacks ability to transform them into economic resources. The Guangcai Program accommodates many top-notch non-governmental enterprises throughout the country， which have rich management experiences and powerful materials foundation. The flexible combination of these enterprises with Liaocheng can help the local people to improve their poverty status in short time.

Mr. Guo Zhaoxin， secretary of the CPC Liaocheng Municipal Committee， comments as follows: “The Guangcai Program is a project for enriching people. Therefore， with respect to political affairs， Liaocheng City will give enough attention to the non-governmental enterprises involved in the Guangcai Program and encourage more people to engage in this program.”

In 1997， Liaocheng Qiangda Forage Company， the first Guangcai Program invested by Sichuan-based Xiwang Group， was incorporated. Each year， this company can process more than 20，000 tons of corn and wheat， thus relieving the local farmers’ difficulties in selling their grains.

In April 1999， the China Society for Promotion of the Guangcai Program signed a cooperative agreement with the municipal government of Liaocheng concerning concertedly support the development of the Guangcai Programs in Liaocheng.

On April 15， 2002， foundation was laid for the establishment of three Guangcai Program projects， including Liaocheng Guangcai Large Market， Xinfa Xiwang Aluminium Alloy Deep Processing Base， and second phase of juice deep processing， invested by Guangdong-based Xiangjiang Group， Dongfang Xiwang Group， and Inner Mongolia-based Nailun Group， which are three famous non-governmental-run enterprises in China. Their total investment exceeds 4.5 billion yuan.

With the increasing of investment projects， the Guangcai Program has become a powerful support for Liaocheng and is developing rapidly here. Ever since Dongfang Xiwang Group invested the first Guangcai Program in Liaocheng， up to now， 59 enterprises outside Liaocheng have come here to invest in 72 projects， forming the largest Guangcai Program group in China.

The success of the Guangcai Program in Liaocheng benefits from the “win-win” idea and mutual development mechanism established by the local government. In recent years， the CPC Liaocheng Municipal Committee and the Municipal Government have always regarded the Guangcai Program as a “two-win” program to realize common development of Liaocheng and non-governmental enterprises from all over the country.

Through hosting a series investment promotion events， such as Solidarity of National Non-governmental Enterprisers， Investment Promotion Talks on the Pear Flower Festival， and Investment Talks for the Luxi Guangcai Program Industry Park， more than 360 non-governmental enterprises from all over China have come to Liaocheng. As a result， agreements on cooperation for 67 projects have been signed， attracting funds amounting to more than 3.9 billion yuan. Moreover， Liaocheng City frequently organizes delegations to participate in economic and trade fairs as well as events concerning scientific and technological exchanges all over the country， through which Liaocheng has become acquainted with many famous enterprisers.

Various enterprises invested by the Guangcai Program in Liaocheng have promoted the farmers to engage in fruit plantation， meat chicken breeding， and cultivation of edible mushroom， which， as a result， has increased the farmers’ incomes. Guan County in Liaocheng abounds in fruit. With a plantation area of 30，000 hectares of fruit， this county can yield 150，000 tons of fruit every year.

In previous years， due to many reasons， only about 30，000 tons of pears could be sold; but after the juice factory invested by the Inner Mongolia-based Nailun Group was established， all of the pears grown here can be sold and local pear farmers are now receiving more than four billion yuan of income every year.

The Guangcai Program， at the same time， has speeded up the process of urbanization in Liaocheng and re-employed many laid-off workers.

Because of a lack of construction funds， a gas-supply project in Liaocheng was previously delayed for many years， until， in April， 1999， the Hebei-based Xin’ao Group invested 120 million yuan in construction of natural gas pipelines. After completion of the first phase of this project， gas supply has become available throughout the urban area of Liaocheng. This is the first instance in China that a non-governmental run enterprise has engaged in the construction of public infrastructure in an urban area in China.
